I have the honour to apply that His Excellency the Governor may be pleased to bring before the notice of the Right Honourable the Secretary of State for the Colonies this my application for a personal allowance.

My position in the Service is as follows: - I joined as a Cadet on the 28th March 1862, and am the only officer left in Hong Kong of the first three Cadets
